Basildon Borough Council – Asbestos Services Contract

Form of Contract:
JCT Standard Form of Measured Term
Scope of Contract:
Asbestos Removal, Remediation and Disposal
Annual Value
£1.2 million per year
Contract Term
2015–2021 (initial award) 2021–2027 (re-appointed)

European Asbestos Services has supported Basildon Borough Council since 2015, initially appointed as the sole provider and later re-appointed through competitive tender in 2021. The contract now runs until 2027, during which we continue to support the Council in maintaining safe homes, regulatory compliance providing high service standards across its stock of approximately 14,000 residential properties. Our long-term partnership reflects Basildon’s confidence in our safety performance, technical capability, responsiveness and resident-focused approach.

Throughout the contract, we have delivered the full spectrum of licensed, notifiable non-licensed and non-licensed asbestos works. This includes the removal of AIB panels and ceilings, cement-based materials, profiled sheeting, rainwater goods, flues, soffits, fascia’s, floor tiles, textured coatings and ACM fixtures such as cisterns and appliance components. These works have supported decent homes programmes, planned investment schemes, capital projects, responsive repairs and void refurbishments across both occupied and unoccupied properties. Where required, we have also completed reinstatement works, including replacing damaged roofing sheets and reinstating plasterboard ceilings, and have provided solutions for specialist access challenges and multi-storey buildings.

A core requirement of the contract has been our ability to deliver 24/7 emergency cover. With a housing stock that includes high-density blocks and vulnerable residents, accidental disturbance and water ingress can present immediate risks. Our on-call teams attend within one hour, ensuring prompt isolation, assessment and remediation at any time of day.

We deliver all compliance documentation digitally through EASiHUB, which Basildon can access in real time. RAMS, Completion pack including photographs, and waste consignment notes are uploaded instantly, giving the Council a complete audit trail and supporting internal safety reviews, inspections and pre-handover checks. This system provides Basildon with consistent visibility of job progress and enables effective monitoring across large work volumes.

Our resident-focused delivery model is tailored to Basildon’s diverse tenant base, including families, elderly residents, vulnerable adults and those with mobility or health needs. We arrange appointments around household routines, provide clear explanations of works and safety measures, and ensure operatives follow strict conduct and safeguarding standards. This approach supports resident confidence, minimises disruption and maintains safe working conditions during asbestos removal in occupied homes.
